Authorities propose heavier penalties for jaywalkers

Authorities are reminding the public once again to use sidewalks and foot bridges after a motorcycle rider accidentally hit a woman crossing EDSA last Sunday. The Interior and Local Government department suggests higher penalties for jaywalkers
