Metro Manila (CNN Philippines, August 24) — Signal no. 1 is hoisted over Cagayan as Tropical Storm Goring continues to move slowly over the Philippine Sea east of Batanes, the state weather bureau said late Thursday evening.

In its 11 p.m. update, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said southwest monsoon brought by Goring (international name: Saola) may bring occasional rains over the western portion of Central Luzon and Southern Luzon beginning Friday.

It may also bring gusty conditions over the western portion of the Visayas on Saturday, it added.

PAGASA said the tropical storm is expected to rapidly intensify and may reach typhoon category by Saturday morning.

Goring's center was last spotted 235 kilometers east of Basco, Batanes and is continuously moving westward slowly at a speed of 10 kilometers per hour (kph), it also said.

It has maximum sustained winds of 65 kph near the center and gustiness of up to 80 kph, the bureau added.
