NCR just saw a wage hike, what about the other regions?
Metro Manila (CNN Philippines, July 5) – The National Wages and Productivity Commission (NWPC) has issued a 7% or ₱40 daily minimum wage hike in the National Capital Region, but how are the other regions faring?

According to the NWPC and the Department of Labor and Employment (DOLE), there are active wage hike petitions in four regions.
“Petitions for minimum wage increases have also been filed in Regions III, IV-A, V, VI, and VII. RTWPBs [Regional Tripartite Wages and Productivity Boards] in Central Luzon, Calabarzon and Western Visayas are currently discussing the merit of the petitions. Meanwhile, the RTWPB in Central Visayas is set to conduct public hearings in July and August 2023,” the NWPC said in a statement issued July 12.
Earlier, only Regions III, IV-A, VI, and VII had minimum wage hike petitions.
The NWPC told CNN Philippines that RTWPBs in areas with wage petitions were “carefully and closely assessing the socio-economic situation in their respective regions in coordination with other government agencies.”
The agencies mentioned include the National Economic and Development Authority, the Department of Trade and Industry, the Department of Finance, the Bangko Sentral ng Pilipinas, and the Department of Energy.
The NWPC added that the decision to implement a wage hike rests with the agencies, pursuant to Republic Act 6727 or the Wage Rationalization Act.
The law said that the labor secretary must approve regional wage orders, and that RTWPBs can only act on wage petitions one year after the enactment of a previous order.
DOLE Usec. Ernesto Bitonio Jr. earlier told CNN Philippines' The Source that decisions on wage petitions in Regions III, IV-A, VI, and VII could be expected by September following public hearings and consultations beginning this June.
Wage hike status outside Metro Manila
Cordillera Administrative Region (CAR)
Wage Order (WO) No. CAR-21, effective June 14, 2022, raised the minimum wage between ₱50 to ₱60 over two tranches, taking the previous daily pay of ₱340-₱350 up to ₱400.
Ilocos (Region I)
WO No. RB1-21, effective June 6, 2022, raised the daily pay by ₱60-₱90 in three tranches.
This increased the previous wages in the region, ₱282 and ₱340, up to ₱372 and ₱400 for the agriculture and non-agriculture sectors, respectively.
Cagayan Valley (Region II)
On June 8, 2022, WO No. RTWPB 2-21 increased the minimum wage in the region by ₱50-₱75 over two tranches. Pay for the non-agriculture sector increased from ₱345-₱370 up to an even ₱420, while agriculture sector wages went from ₱345 to ₱400.
Central Luzon (Region III)
On June 14, 2022, WO No. RBIII-23 raised the minimum wage in the region by ₱40.
In Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales, the hike brought wages from ₱374-₱420 up to ₱414-₱460. Aurora, which has lower wages, saw an increase from ₱304-₱369 up to ₱344-₱409.

Calabarzon (Region IV-A)
WO No. IVA-19, effective June 30, 2022, raised wages by ₱3-₱97 depending on the location. Previous daily pay of ₱303-₱400 was increased to ₱350-₱470.

Mimaropa (Region IV-B)
WO No. RB-MIMAROPA-10 raised minimum daily pay by ₱35 on June 10, 2022. Wages in businesses with more than 10 workers went up from ₱320 to ₱355. Smaller enterprises saw a hike of ₱294 to ₱329.
Bicol (Region V)
WO No. V-20 mandated a flat wage increase of ₱55, taking pay for all sectors from ₱310 to ₱365 on June 18, 2022.

Western Visayas (Region VI)
WO No. RBVI-26 on June 5, 2022, enacted an increase ranging from ₱55 to ₱110. Wages for the non-agriculture sector went up from ₱310-₱395 to ₱420-₱450. Agricultural sector pay went up from ₱315 to ₱410.

Central Visayas (Region VII)
WO No. ROVII-23 mandated a flat minimum wage increase of ₱31 on June 14, 2022. Depending on the location, daily pay went up between ₱382-₱435.

Eastern Visayas (Region VIII)
WO No. VIII-22 on June 27, 2022, mandated a wage hike of ₱50 across two tranches. Pay went up from the earlier range of ₱295-₱325 up to ₱345-₱375, depending on the sector.
Zamboanga Peninsula (Region IX)
WO No. RBIX-21 implemented a flat minimum wage hike of ₱35 on June 25, 2022. Pay for the non-agricultural sector went from ₱316 to ₱351. Wages in the agricultural, retail, and service industries went from ₱303 to ₱338.
Northern Mindanao (Region X)
WO No. RX-21 implemented on June 18, 2022 a wage hike of ₱40-₱47, depending on the area. This took wages in the region from ₱331-₱365 to ₱378-₱405.
Davao (Region XI)
WO No. XI-21 on June 19, 2022 set a daily pay increase of ₱47-₱62. Minimum wage for the non-agriculture sector went from ₱381-₱396 to ₱443. Agriculture sector pay went from ₱391 to ₱438.
Soccsksargen (Region XII)
WO No. XII-22 on June 9, 2022 implemented a ₱32 wage hike. Pay for the non-agricultural sector went from ₱336 to ₱368. Wages in the agricultural, retail, and service establishments went from ₱315 to ₱347.
Caraga (Region XIII)
On June 6, 2022, WO No. RXIII-17 set a flat daily pay increase of ₱30. Minimum wage in the region went from ₱320 to ₱350.
Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)
Through WO No. BARMM-02, a wage hike of ₱16 took effect on July 21, 2022. In Maguindanao, Lanao del Sur, Sulu, Tawi-Tawi and the cities of Marawi and Lamitan, non-agriculture wages went from ₱300 to ₱316, while agricultural sector pay went from ₱290 to ₱306.
In Cotabato City and the special geographic area, non-agriculture pay went from ₱325 to ₱341, while agricultural sector pay went from ₱300 to ₱316.
The DOLE clarified that the BARMM RTWPB is not directly under the NWPC’s supervision pursuant to RA 11054 or the Organic Law for the BARMM.
