NAPOLCOM eases requirements for entry into PNP of MILF, MNLF members

Metro Manila (CNN Philippines, August 18) — The National Police Commission (NAPOLCOM) has eased the requirements for qualified members of the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) who would like to enter the Philippine National Police (PNP).

“[T]he NAPOLCOM En Banc prescribed the grant of waiver for age, height and educational requirements to truly afford MILF and MNLF members the opportunity to join the police service,” the agency said in a statement on Thursday.

NAPOLCOM said applicants from the MILF and MNLF should be aged 20 to 35 years old. The height requirement for those who are part of a cultural community or indigenous group must be at least 1.52 meters for male and 1.45 meters for female.

For academic requirements, applicants must have completed at least four years of high school studies under the previous program, or Junior High School under the current K-12 program, or the Alternative Learning System Accreditation and Equivalency Program recognized by the Education department and the Ministry of Basic, Higher, and Technical Education of the Bangsamoro Autonomous Region in Muslim Mindanao.

The waiver, however, does not cover the eligibility requirement so applicants must pass the NAPOLCOM’s Special Qualifying Eligibility Examination. They must then undergo and complete the PNP recruitment process, after which they can be issued temporary appointments. Permanent appointments will be issued only after completion of a baccalaureate degree within 15 years after entry into the police service, NAPOLCOM said.

Under the regular requirements, applicants must be aged 21-30. The prescribed height is 1.57 meters for males and 1.52 meters for females. An applicant must also have a formal baccalaureate degree.

NAPOLCOM said the new guidelines will facilitate the entry of MILF and MNLF members to the PNP within five years from the 2018 ratification of the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao.

The law calls for the integration of former Moro rebels into the PNP.
