Palace order creates new titles, defines career lines for public school teachers

Metro Manila (CNN Philippines, June 24) — Days before he steps down from office, President Rodrigo Duterte issued an executive order creating new titles and defining career lines for public school teachers to further promote their professional development.

Executive Order 174, signed on Thursday, establishes the Expanded Career Progression System for teachers in the public school system, particularly the elementary and secondary levels including senior high school.

“There is a need to revise and update the system of career progression for public school teachers that is anchored on the achievement of qualifications and standards for teachers and school administrators, in order to provide more opportunities for professional growth and career advancement, and ensure that teachers are consistently motivated in providing quality education to learners,” said Duterte in the order.

The system will likewise “complement” other career pathways for professional teachers outside the public basic education school system and “provide for equivalence” in duties, recognition, and compensation for teachers choosing a career line.

The order instructs the Department of Budget and Management to create new position titles Teacher IV, Teacher V, Teacher VI and Teacher VII. This expands the base of the career system from the previous Teacher I to Teacher III.

Another newly created title is Master Teacher V, which is under the classroom teaching career line. The line is now composed of Master Teacher I up to Master Teacher V.

The EO, however, did not specify salary grades for the new positions.

The other career line, school administration, will run from School Principal I up to School Principal IV.

EO 174 also lists equivalent positions in both career lines:

- Master Teacher V, School Principal IV

- Master Teacher IV, School Principal III

- Master Teacher III, School Principal II

- Master Teacher II, School Principal I

The Department of Education (DepEd) welcomed the new EO, calling it a “timely issuance.”

“We shall work with the Civil Service Commission (CSC), the Department of Budget and Management (DBM), and the Professional Regulation Commission (PRC) in formulating the rules and regulations of the EO,” the department said late Thursday.

“Likewise, we shall continue to develop programs to ensure that our teachers are consistently motivated in providing quality education to our Filipino learners,” it added.

The EO takes effect immediately after its publication in the Official Gazette or a newspaper of general circulation.

The outgoing chief executive’s daughter, Vice President-elect Sara Duterte, will be helming DepEd under the administration of President-elect Ferdinand “Bongbong” Marcos Jr.

Marcos and the younger Duterte will formally assume office on June 30.
