Escudero to push for LGU empowerment as he eyes Senate comeback

Metro Manila (CNN Philippines October 27) — Sorsogon Governor Francis "Chiz" Escudero said he wants to empower and strengthen local government units (LGUs) more through legislation if he wins a Senate seat again in the 2022 elections.

Speaking to CNN Philippines' The Final Word, Escudero noted that there are many regulations and issuances that restrict LGUs.

He said LGUs should be given a wider latitude - if not, total freedom - to handle their own revenues "because by far they know what their constituents need."

The senatorial aspirant also noted how many local governments have measures that are way more efficient than what national authorities are imposing.

This is why he believes local leaders should be given more authority to decide on what to do to address the COVID-19 situation in their respective jurisdictions - including allowing those with the capacity to purchase their own supply of coronavirus shots.

The former senator also emphasized that the yearly national budget is the most important legislation as this will "dictate whether the economy will grind slowly or grind to a halt."

This is also an instrument that can create jobs, he added. If the government invests enough to entice the private sector to also engage in spending, this will generate employment, Escudero said.
