PAGASA raises Signal No.1 in some areas in Bicol and Northern Samar due to Ulysses

Metro Manila (CNN Philippines, November 9) — Areas ravaged by Super Typhoon Rolly were among the first ones to be placed under Signal No. 1 by state weather bureau PAGASA due to the approaching Tropical Storm Ulysses (international name: Vamco).

PAGASA announced in its 11 p.m. bulletin that Catanduanes, eastern portion of Camarines Sur, eastern portion of Albay, northeastern portion of Sorsogon, and eastern portion of Northern Samar are under Tropical Cyclone Wind Signal No.1.

Places under Signal No. 1 will experience winds from 30-60 kilometers per hour (kph) and intermittent rains in the next 36 hours.

State weather forecasters added Ulysses is expected to intensify into a severe tropical storm in the next 24 hours and may become a typhoon by Wednesday morning.

PAGASA said the tropical storm will make a landfall in Quezon between Wednesday evening and Thursday morning. A possibility of a landfall in Bicol also looms on Wednesday afternoon or evening "given the current spread of the track forecast shown in the probability cone."

Ulysses intensified into a typhoon on 2 p.m. Monday. As of 10 p.m., the center of the tropical storm was last seen 485 km. east of Borongan City, Eastern Samar with maximum sustained winds of 65 kph and gusts of up to 80 kph while moving west-northwest over the Philippine Sea.

PAGASA weather forecaster Chris Perez warned of a possible landfall of Ulysses in other areas in Luzon and Visayas.

"Aside from the Bicol Region, it may make landfall from the eastern section of Luzon all the way to the Samar provinces. Generally, the eastern sections of Luzon and Visayas must be prepared for any landfall scenarios," PAGASA weather forecaster Chris Perez told CNN Philippines' New Day.

"After making landfall, it is expected to traverse the Southern Luzon area this week or by the start of the weekend," Perez added.

The tail-end of a cold front will bring light to moderate with at times heavy rains over Cagayan including Babuyan Islands, the eastern portion of Isabela, and Apayao.

Ulysses will bring light to moderate with at times heavy rains in Aurora, Quezon, Bicol Region, Eastern Visayas, Caraga, and Davao Region. Moderate to heavy rains associated with the rainbands of Ulysses will begin affecting Bicol Region and portions of Eastern Visayas on Wednesday.

PAGASA warned of possible flooding, and landslides that may occur due to prolonged rainfall, especially in those areas.

PAGASA also cautioned sea travel in the seaboards of Aurora, northern Quezon (including the northern and eastern coastal waters of Polillo Islands) and Camarines Norte, the northern seaboard of Camarines Sur, the eastern seaboards of Albay (including Rapu-Rapu Island), Sorsogon, and Eastern Samar, and the northern and eastern seaboards of Catanduanes and Northern Samar due to rough to very rough seas brought by Ulysses.
