DSWD Sec. Bautista sets conditions to Tulfo apology, includes donations to 19 groups

Metro Manila (CNN Philippines, June 7) — The Social Welfare secretary said he is willing to forgive broadcast journalist who lambasted him on air, but with hefty conditions.

In a statement released on the Department of Social Welfare and Development (DSWD) website Friday, Secretary Rolando Bautista said," Tinatanggap ko ang paghingi ng paumanhin ni Ginoong Erwin T. Tulfo alinsunod sa mga nakatakda na kailangan niyang gampanan sa lalong madaling panahon upang mapatunayan ang kanyang katapatan."

[Translation: I accept the apology of Mr. Erwin T. Tulfo, provided he does, at the soonest possible time, the following actions to prove his sincerity.]

Bautista said Tulfo has to publish an apology in leading broadsheets, not less than half a page.

The apology must also be posted on social media platforms as well as radio stations.

In addition, Bautista said a donation of not less than P300,000 must be given to organizations he identified in exchange for damages from the maligning of his reputation as well as the institutions he is part of. These are:

3. Association of Generals and Flag Officers

4. First Scout Ranger Regiment, Philippine Army (PA)

5. Special Forces Regiment (Airborne), PA

6. Light Reaction Regiment, PA

7. Philippine National Police Special Action Force

8. Philippine Naval Special Operations Group, Philippine Navy (PN)

9. Philippine Marines Special Operations Group, PN

10. Philippine National Police Maritime Group

11. The trust fund for the city of Marawi’s internally displaced persons to be administered by DSWD BARM

12. Philippine Veterans Hospital

13. AFP Victoriano Luna Medical Center

14. Philippine National Police Camp Crame General Hospital

15. Philippine Army General Hospital

16. Philippine Navy General Hospital

17. Philippine Air Force General Hospital

18. Philippine Coastguard General Hospital

19. An educational trust fund for the deserving children of DSWD employees to be deposited at the Landbank

Tulfo berated Bautista after the DSWD chief did not immmediately respond to an interview request during the broadcaster's show last week.

Tulfo then came under fire from Bautista's colleagues in the military, who saying the former general's character was beyond reproach.

Tulfo initially apologized for his tirade, but refused to take back his remark that the Cabinet official is inefficient.

On Monday, Tulfo issued an unequivocal apology to apology to Bautista and promised to tone down his "Tulfo-brand of journalism."

Erwin Tulfo has yet to comment on Bautista's statement.
