Metro Manila (CNN Philippines, September 13) — The vehicle used by the police officer involved in a road rage incident in Makati is not registered, the Land Transportation Office (LTO) revealed.

The LTO on Wednesday commenced hearing for the show-cause order it issued to Police Staff Sergeant Marsan Dolipas of Pasay police and Angelito Rencio, who initially identified himself as a member of the Intelligence Service of the Armed Forces of the Philippines.

Only Dolipas attended the hearing, while Rencio has yet to receive the show cause order, according to the LTO.

“Based sa show-cause, natin may apat [na] violation kay Mr. Dolipas— reckless driving, improper person to operate vehicle, unregistered motor vehicle, obstruction of traffic,” LTO-National Capital Region Assistant Regional Director Hanzley Lim said.

[Translation: Based on the show-cause, Mr. Dolipas committed four violations—reckless driving, improper person to operate vehicle, unregistered motor vehicle, and obstruction of traffic.]

Lim said Dolipas will be paying fines for the use of an unregistered vehicle.

In the show cause order, both individuals were asked to explain in a notarized affidavit why they should not be held liable for violations of Section 48 (Reckless Driving), Section 27 (Improper Person to Use a Motorized Vehicle), and Section 24 (Obstruction of Traffic) of Republic Act 4136, or the Land Transportation and Traffic Code.

The incident happened along Osmeña Highway in Brgy. Pio Del Pilar, Makati City on Aug. 25.

In an initial report, Makati police said the heated argument between the two motorists surfaced after the latter sideswiped the cop.
