Metro Manila (CNN Philippines, August 31) — The Office of the President declared the suspension of classes and work on Thursday afternoon as the southwest monsoon enhanced by Super Typhoon Goring brought heavy rains and gusty conditions over Luzon.

Malacanang said work in all government offices and classes at all levels in the National Capital Region are suspended effective 3 p.m.

However, the Palace said agencies "whose functions involve the delivery of basic and health services, preparedness/response to disaster and calamities, and/or the performance of other vital services," will continue operations.

Suspension for private companies and offices are left to the decision of their respective administrations.

"Goring" left the Philippine Area of Responsibility as Severe Tropical Storm Hanna entered Wednesday evening, the state weather bureau reported.

No wind signal is raised at this time.

- Baguio City (classes in all levels; public and private)

- Benguet (preschool to senior high school; public and private)

- Abra (classes in all levels; public and private)

- Ilocos Norte (classes in all levels; public and private)

- Bacolod (classes in all levels; public and private)

- Navotas (classes in all levels; public and private)

- Malabon (classes in all levels; public and private)

- ​Marikina (classes in all levels; public and private)

- Manila (classes in all levels; public and private; work in city hall)

- Caloocan (classes in all levels; public and private)

- Rizal (classes in all levels; public and private)

- Pasay (classes in all levels; public and private)

- Pasig (classes in all levels; public and private)

- Taguig (classes in all levels; public and private)

- Quezon City (pre-school to Grade 12; public schools)

- Parañaque (classes in all levels; public and private)

- Las Piñas (classes in all levels; public and private)
